INCERT PUBLIC AGENCY

Established in 2012 by the State of Luxembourg, INCERT initial missions focus on supporting following Luxembourg’s public services:

  1. Electronic passports & ID cards issuance and verification;

  2. eWallet with associated services;

  3. Health processes digitalization; and

  4. Tobacco products traceability.

Since that date, INCERT’s expertise has grown within the following:

  1. Digital Identity for Individuals and Objects;

  2. Cryptography:

    a) Public Key Infrastructure;

    b) Key Management System; and

    c) Pseudonymization;

  3. Cybersecurity and Darknet.

Today, INCERT offers a comprehensive ecosystem of solutions and services to public and private clients worldwide within identity management and cryptography.

  2. Acting as a key player within the Luxembourg Digital Ecosystem.

  3. Supporting governments and businesses in preserving their digital sovereignty.

REPRESENTATION IN INTERNATIONAL ORGANIZATIONS

  • ICAO (International Civil Aviation Organization) - Official Luxembourg delegate to the ICAO Public Key Directory and to the Traveler Advisory Group.

  • ISO (International Organization for Standardization) - Some of INCERT team members are actively participating in the development of new standards on information security, cybersecurity, and privacy protection.

  • IATA (International Air Transport Association) - Official Luxembourg representative to the Control Authorities Working Group

  • European Commission - Official Luxembourg representative to the Article 6 Committee responsible for defining technical specifications applying to ID documents.

  • UNECE (United Nations Economic Commission for Europe) -Official Luxembourg representative to the Working Party 29 in charge of the harmonization of vehicle regulations.
